“…” Fox watched Nala return near his office, still in the garden, and shrug a little. Esmeralda went another way, leaving for work, perhaps. Fox was left there, not having anything else to do than to plan and research more. He went back to his chair, expecting to get at something.
Fox grabbed a pile of documents and went through them. He had already seen these; he was just deciding what to focus while dealing with the ‘secondary’, menial objectives. The more Fox looked at these, the more he frowned and even shook his head.
There were a lot of faulty things. For starters, while it looked like Terka had enough good environment for planting trees, crops, livestock, and even natural-born forests, these were all… other countries’ property.
Despite the countless empty lands around mountains and more so prairies, little to nothing remained in the previous Terkans’ hands.
Fox couldn’t send away those contracts and contractor, but he was able to start a notion to put all stop in the land and concessions given during 1,025 to 1,026. It might take a while to decide an outcome, but with the Lymocan judicial branch becoming Ly friendly… Things turned positive.
Furthermore, there were many top Ly companies and even enterprises who had straight out invested in Terka, mostly to expand their business, but also helping the reconstruction of the country. With these, other countries’ investment before and during the war, thinking both Terka and Lymoca’s judicial branches would aid them instead, were to be choked soon.
In addition, to avoid crisis and, according to Lymoca, completely free Terka of the hands of ‘unknown’ foreign origins, they would treat Terka like their territory for the following 3 years.
Concrete, wood, crops, and the unique, most abundant flora and herbs in Terka that any other country in the world cannot compete with them, didn’t belong to Terka. These have all been conceded to other countries, ANS included.
Moreover, it looked like Terka imported all of their necessities. Be it that wood, concrete, harvested crops they lacked, it was all brought to them overseas or from the north. Few from the south of Moonblue, while the uniqueness of Terka was solely conducted by foreign companies.
Fox had it clear in his mind. He had to employ a few reforms, direct laws, to facilitate his position.
Thus, Fox began to write, scheduling further meetings with the cabinet, once every 2 days, so they would have more time to tire themselves out with the tasks he’s given them. With Nala and Esmeralda ensuring all of this went according to the preestablished foundations’ requirements, Nala resolved the issues the people had, which were somewhat delivered to Esmeralda first.
At the same time, Fox would notice some things happening, while Nala would be the first to know them. And Esmeralda… well…
… Days and days passed, a couple of weeks, too. Fox wrote a series of new laws, also decrees, elaborating on the elimination of certain other laws, benefits and privileges among them. One by one, after considering it with his lower cabinet, Fox rapidly showed them to the Lys from Terka.
The land given by the Terkan government from 1,025 to 1,026 was to be revoked, with the explanation being rather simple. The Terkan government had been puppeteered for the sake of not Terka, but the pockets of a few. Going against Lymoca’s model, it would be reset.
The situation could be further discussed, but the proposals from the Senior Minister were… do my bidding or get out. And so, dozens of companies got out, even some that had long remained in Terka, drilling or cutting as many natural resources as they have for dozens of years, even a few decades.
Some complained to Lymoca, but the President’s cabinet relayed the news of still being too overworked. As for the Foreign Affairs Secretary, they spoke with understanding, but Terka was in dire needs, and it could only accept the help of those who wanted to help, not ‘take away’.
Even with this ‘policy’, only a few few few remained in Terka, opting to help with the restoration. The abandoned cities were already worked by the Ly companies, so they could only gain ‘their’ social points with the rest of Terka.
At the same time, the farmers from Lymoca weren’t enough, and Cors, Endesa, Carnge, Pyot and Meztle Islands, Zyckevele, KAA, and ANS sent more than 10,000 distinguished farmers each. From crops to all livestock experts, and even formed a coalition to guide the new lines for communities to produce wood and concrete.
These were mostly supported by the foundation of a few laws that the lower cabinet came up with, especially the Secretary of Economy and the Secretary of Infrastructure. ANS was the last to join in, which wasn’t a surprise to the south, or to Lymoca, anymore.
All the same, Fox publicized a law where every new company in Terka, during the following term, 1,026 to 1,032, would have to fund the restoration and community’s social policies, wherever they settled.
Moreover, no future head of state-to-speak-of would be able to concede anything outside of Terka or Lymoca. Should there be one from Terka to Lymoca, it would have to be approved by both congresses and President Luis Heartez. More specifically, the President of Lymoca.
Terka would have a new army starting the moment they decided if to integrate to Lymoca, or remain as Terka and Terkans, not just Ters. Moreover, even if they decided to remain independent, Lymoca would provide them enough for a fourth of a small army, and secure their sovereignty until the end of the current term.
Law after law, Fox exposed them day after day, not giving the Lys from Terka or the interested parties to invest or participate, a break, becoming both exhilarated and anxious.
Furthermore, Fox brought 60,000, almost a fourth, of the OCs bandits who have been harshly disciplined since they became prisoners, although progressively, with each following procedure harsher. They were to build over 1,000 new pre-scholar precincts within the following year. Of course, they’d have a lot of help, and they won’t be there all the time, although it was simpler with Courusel machinery, which Lymoca sent ? of their previous number of such.
… Then, one morning, the following conversation took place with Fox, Nala, and Esmeralda sitting behind his desk, and Fox’s personal secretary in front.
“I’m making a policy to encourage both young and not so young from Lymoca to come to Terka and find out about the Ters Lys here. This program is new, since Lymoca hasn’t been invaded in 600 years. You shall bring this forth. Don’t worry about your post, a couple of Secretaries will do yours while you’re away.” Fox stated, clear and out.
“Yes, sir.” The secretary immediately nodded and half-bowed. He was curious enough to look at Fox, and once he saw the ‘go on’ look, he went, “May I know why is it all of this, sir?”
“Ters Lys have suffered through the war, but as humanity dictates it, many people became pregnant during these days of war. More than a third are lonely women, even children, or at least underage. Before presenting the policy to aid them,” Fox looked down at quite the sum written, “With a chunk of the budget. I want to have as many others getting pregnant, too. With love and need, this time. Not out of chaos and desperation, or not giving a fuck in case they were about to die.”
“Yes… sir…” The secretary felt a little awkward. There were two women beside him when he spoke, yet Fox didn’t seem to put an ounce of mindfulness. Nala didn’t bother, but Esmeralda’s eyebrows twitched unnoticeably, albeit not to Fox and Nala.
“Young and not so young, was it?” The secretary took 2 steps away before stopping. He turned and walked back to stand in front of the desk. Fox looked at his secretary, calm and awaiting. He gave the fella a little nod.
“Then, if I may. I think I have a good idea… for, well, for the Lys from Terka to feel more comfortable and… incentivized to come out and meet the Lys from Lymoca.” The secretary said, doubtful of himself. Fox blinked, looking at his secretary, and blinked again, before lightly smacking his lips open. “Out with it already.”
“Yes,” the secretary lowered his head before lifting it to begin. “We could create a giveaway with electronics, casual clothing from Lymoca and any donor country, and to facilitate the re-registration into the Lymocan government for the following 3 years. The people to give these would be from Lys to Ters Lys. Male and female, with sufficient procedures to keep things strict. Oh, and give a clear image, body and face, of both sides as they meet each other!”
“They can be installed in the new cities, where you put the new mega hotels and the DTPs, LDs, and HDs. There’s free main road transportation anyway.” Esmeralda chipped in, mentioning the Department of Territory Politics, Lodging Department, and Housing Department.
The secretary was exalted to actually receive support. Any of the three before him were of utmost importance in the lower cabinet, who were becoming more and more known in Terka overall, with Lymoca rooting for them to help the Ters Lys across the Lyclan Ocean.
“Okay, that can be done. You should leave now. This should be done as soon as possible, and better to keep record of the new ‘pregnancy rates’. Understood?” Fox nodded and said, looking up at the secretary, who saluted. “Yes, sir!”
After the secretary left, Esmeralda nearly formed a pout, “I thought you were just about to say no to that. Do you really just think of getting people pregnant? I don’t know if it exists, but that’s an obsession. Forget about the kink.”
“Sigh, anyhow.” Esmeralda stood up and slowly walked to the exit of his office before anything could unfold, “I will be preparing for the new roundabout additions to the new program.”

Nala also stood up, since they would be working together for this, as ‘intended’. But she stopped and bent over his desk, exchanging a silent glare as they heard Esmeralda return. To their surprise, Esmeralda also bent over in front of his desk, quite near Nala, and turned to her.
Esmeralda’s nose was mere millimeters from Nala’s face. Her profound black eyes locked ‘softly’ onto Nala’s profile side of her face, and her hand on Nala’s back. “I was thinking of us coming to my chambers to decide the further details. Yours is just at the side, so we can bring up more information easily. What say you?”
When Esmeralda asked, her nose went a little up. Her meaty lips met Nala’s cheek, a little in movement Nala fluttered her eyelids, but she didn’t glance at Fox for help. Not like she needed it. Furthermore, were someone to walk behind her like Esmeralda did… it would be their body touching Nala’s soles on the floor, turned into blood.

In Fox’s office, the Secretary of Health, a middle-aged black-brown man stood before his desk. Fox looked at the man before gesturing with his palm for them man to begin. The man straightened his back and gulped before commencing, “I have thought of an activity to bring the interaction between the Lys and Ters Lys further together.”
“It’s from the hospitals, minister.” The man began walking around Fox’s office, still limited to before his desk. “There are many injured who were moved to Lymoca before the army and navy did. The medicine in Terka is nefarious overall. They have even blacklisted the Pyot and Meztle Islands from helping, be it directly or through knowledge.”
“The Lys studying medicine abroad from the Pyot and Meztle Islands have returned as of lately, namely since the 6th month. Each month, more Lys return to Lymoca progressively, with most of them excited to work.” The man paused. Fox blinked and asked, “You want to bring them here?”
“Not really. Maybe half, but a third would be enough. They could help here, and they could train people, Lys or Ters Lys, to help new nurses, doctors, and surgeon applicants in Terka. I already have something planned out with the new cities. They are bigger and well planned, so I wanted to use at least 1 of the big hospitals in each city, of the 4, as a training facility.”
“What else?” Fox nodded, blinked, and pressed on. The man gulped before continuing, his determination solid. “There are still injured and illnesses left untreated in Terka. With the veterans from Lymoca, old or not, I think it’s possible to gain a tighter bond between both peoples.”
“And you want to start in the new cities because of these large hospitals?” Fox asked a little differently now, taking the man by surprise. He nodded like a chick. Fox added, “This is interesting, okay. I’ll task you with the implementation of these hospitals in the rest of the cities. It’s up to you to make it work. Maybe you should talk with my personal secretary for discussion.”
“For discussion?” The man nodded, contented to receive the green light, only lacking paperwork to begin, but hearing the rest, he cocked his head and frowned. Fox ignored it and blurted out, writing some more on his desktop, “Off you go.”
… Like this, news after news, the Senior Minister and his Lower Cabinet worked Terka like never before. There was the program where Lys would travel from Lymoca to deliver a lot of clothing, and even food and medicine, especially the latter. Although it cost some of Terka’s budget, bringing more than the donations, it was well-sent to every corner in Terka throughout the days.
In this program, many Lys met; between the ‘new’ and those from Lymoca. It was a simple meeting at first, with little to no actual interest between them as goods were delivered. There were situations, but too few, and others were too unimportant to either part’s daily lives.
But in the second week, when some more clothing, but mostly medicine and even beauty products were offered, the magic began to occur. Love was in the air.
While this was happening, and some mild surprises occurred between some people, since some expected it, falling head over heels for each other, or having a sort of agreement. A new policy was created.
During the following 6 terms, not counting this one, but valid since the day it was publicized, the women in Terka had a great support from the Lymocan government. All one had to do was to have a pregnancy with Terka’s roots. It could be a woman from Terka, or a man from Terka impregnating a woman, whoever that might be, although there were small, hidden benefits if she was from Lymoca.
Women from Terka, pregnant and expecting the child, alone or with a partner, will have a sum of credits added to her name. Those not from Terka or Lymoca will have to document their identity change to either Ly or Ly from Terka to enjoy such primary, initial benefits.
As for privileges, the pregnant families or woman will have a discount of 50%, not counting the social points’ purchasing, for the baby’s products, and up to a 1,000 credits purchase in stores, physical or online. If it goes past it, it won’t be valid, but this was for over 36 years, ensuring the 2nd and even 3rd generation’s well-being from the moment the policy was announced.
There were safety measures in case someone wanted to prostitute a child or their child to a ‘young teenage love’ life. But those were only for the people who were really asking for a beating and a harsh sentence in prison.
Another privilege was that of free studies until college, where they could amass as much of their policy’s allowance and hard-earned credits to get them into any without any fissures. If this wasn’t meant to exponentially rise the birth rate in Terka, what could?
The families involved will have insurance during the policy’s life cycle, while most of their studies went underway. Then, there was this ‘old’ policy from earlier, which encouraged all children in Terka, or with old or recent Ly identity from Terka to receive some bonus credits to pay for their studies. Which made many Ters Lys who fled the war return with the longing to study in their homeland.
With this, the future education quality of Terka was more or less secured, with some additional programs still needed for when some standalone students start facing too much harshness, unable to gain credits anyhow.
Then, as if to add to the already burning fire that was the belonging of those from Terka to Terka again, the Senior Minister announced a policy about the public health in the territory.
Lys from Lymoca, and those who studied in the well-known Pyot and Meztle Islands for their medical expertise, sending help even worldwide, were coming to Terka. Any person, even those who thought small of themselves, were publicly notified that the noble career of saving lives and treating people could land in their hands.
Thus, during the first week of that policy, the Terka territory gained a massive influx, to the point some even called it the ‘second island’ in the supercontinent’s mainland. The world watched with attention, and where there were Ters Lys, others from around the world joined. Mostly to learn, but also to coexist with the war-torn people of Terka and Terka itself.
Then, some things led to another, and more people became interested in the pro-pregnancy policy, especially the helpless ‘common’ folk in other countries; and Terka became a tiny beacon in the world. It could never compare to Safe Haven City, but still.
With this and that, the future education and birth rate of Terka would shoot during the following 2 years, almost like a whole new country, and the new Lys were seeing it, comprehending it.
… During these weeks, besides bickering a little with his lower cabinet’s inefficiency to deal with matters regarding what was left with the crime groups, bands, and even triads that reigned supreme after the OCs were taken down. Fox saw and heard from Nala herself of some things.
For starters, Esmeralda was more communicative with him. Not as stern and straight-to-the-point, and job-only related, but rather more lively and considerate. Furthermore, her outfits when not bothering with the outside world became more… elegant.
Esmeralda looked more and more attractive, of which she started using fishnets after her thighs scalded with Fox’s hot gaze, whenever she walked far enough for his field of vision…
Additionally, whenever she only had to see Fox or Nala, she wore no brassiere whatsoever.
